Summary

Creo, a B2B growth marketing agency, helped The Channel Company (TCC) prepare 13 Splunk and Carahsoft channel partners to sell into the state, local, and education (SLED) market, building compliance-aware positioning with 100% partner engagement even as regulatory validation timelines shifted.

The challenge

Splunk and Carahsoft hired TCC to lead a partner activation program for Splunk's Edge Hub Partner Program. 13 Premier and Elite channel partners in the state, local, and education (SLED) market were named priority partners. These partners, from GSIs and MSSPs to VARs and specialized consulting firms, needed to be ready for the marketplace on Edge Hub Central, the partner marketplace and distribution hub. Most were small to mid-market firms without dedicated marketing teams, so they needed a consistent, structured way to communicate the value of their joint solutions to SLED audiences in language that met the technical explanations and protocols those buyers expect.

SLED buyers also hold vendors to a higher bar. TCC's objectives were to deliver compliance-aware positioning that meets government buying committees' standards and aligns with frameworks including NERC-CIP, EPA water infrastructure standards, and NIST.

TCC wanted to reframe partner value from commercial ROI to mission-critical operational continuity while maintaining a positive and productive relationship with Splunk and Carahsoft.

Why Creo was brought in

TCC brought in Creo as a B2B growth marketing agency and embedded execution partner with deep partner marketing experience that could scale across globally diverse stakeholder teams. The work spanned partner marketing, SLED messaging and positioning, and GTM messaging, with Creo working alongside TCC's program lead and engaging partner stakeholders. This included CROs, marketing managers, technical pre-sales consultants, and directors of security, to surface the nuances of each partner's market, buyer environment, and differentiators.

The results

Creo ran one-on-one messaging workshops with all 13 partners, delivering publishable content and a reusable messaging framework, and built compliance-aware positioning packages for SLED buyers.

For SLED-facing partners, messaging timelines were tied directly to technical ones, and several partners couldn't finalize positioning until Edge Hub sensors and protocols cleared state and local regulatory validation. Creo adjusted as those timelines shifted and kept engagement quality high across all 13 partners, so every partner was ready to move the moment validation cleared. The full program was delivered during Splunk's acquisition by Cisco.

The program delivered:

  • 100% partner engagement across all 13 SLED-facing channel partners.

  • Compliance-aware positioning packages built for municipal water utilities, smart city administrators, and higher education buyers.

  • 12+ industries and global geographies covered.

  • Every partner ready to move as soon as state and local regulatory validation cleared.

  • An executive introduction from Splunk's Global GTM Lead, OT Intelligence Portfolio, to Cisco's SVP of Marketing for TCC.

Why this worked

This partnership illustrates how Creo, as a GTM agency for B2B companies, helps technology companies sell into the SLED market, where standards for credibility, compliance, and accountability are set by public trust. Structured discovery, compliance-aware positioning, and the flexibility to adjust to regulatory timelines gave 13 small and mid-market partners messaging that holds up in front of government buying committees.
